The Ministry of Education in Ethiopia has approved the National e-Learning Policy, marking a major step for the e-Learning for Strengthening Higher Education (e-SHE) program. With the help of this policy, the country’s higher education institutions will be able to overcome major obstacles to the successful adoption of e-learning. The recently formed policy is tackles seven high-level challenges and provides a comprehensive framework with key focus areas on:

1. e-Learning Governance Structure: Outlining roles and duties to guarantee efficient management and supervision of e-learning projects.

2. Quality Standardization, Assurance, and accrediting: To increase the legitimacy of e-learning programs, standards for quality should be established together with an accrediting system.

3. Instructors’ skill development :
offering frameworks for performance evaluation, certification, and training to enable teachers to provide excellent digital instruction.

4. Intellectual property and copyright:
safeguarding the rights of those who develop e-learning materials and making sure that resources are used morally.

5. Student Support and Services:
Improving the tools at students’ disposal to help them learn in order to make learning easier.

6. Infrastructure and User Access:
Ensuring that all students can take use of e-learning possibilities requires bettering access to the digital infrastructure that is required.

7. Digital Security and Privacy Rights:
Protecting the data and privacy of teachers and students in the context of online learning.

With the Ministry of Education taking the final step of publishing the policy and the policy guideline and disseminating them to universities and stakeholders, the next step will be for universities to work towards achieving the e-SHE program goals by utilizing these policy and guideline documents.
